About Cherwell
Cherwell is the northernmost district of Oxfordshire, running from the Oxford fringe up to the Northamptonshire border. It is the most populous district outside Oxford City itself (170,400 people, mid-2024) and has seen the most sustained new-build investment of any part of Oxfordshire over the past two decades.
The district sits on the M40 corridor and is served by Chiltern Railways, making it the natural choice for buyers who need both London and Oxford rail access at an affordable price point. Cherwell's wards include Banbury, Bicester, Kidlington, Fringford and Heyfords, Launton and Otmoor, Deddington, Cropredy, Adderbury, Bloxham, and Bodicote.

Transport
- Chiltern Railways: Bicester Village → Oxford Parkway (15 min) → London Marylebone (56 min). Bicester North → London Marylebone (~75 min, more frequent).
- Chiltern Railways: Banbury → London Marylebone (~76 min). Also CrossCountry and GWR services from Banbury.
- Cherwell Valley line: Heyford Park → Oxford (15–17 min direct) via a stopping service.
- East West Rail: under construction. Will link Bicester directly to Milton Keynes, Bedford, and Cambridge — reinforcing Cherwell's position as a hub of the Oxford–Cambridge Arc.
- Road: M40 junction 9 (Bicester) and junction 11 (Banbury). The A34 connects Kidlington southward to Oxford and the A34 employment spine.
New-build landscape
Cherwell has the deepest new-build pipeline in Oxfordshire. Active and recent large-scale developments include:
- Graven Hill, Bicester — UK's largest custom/self-build site; 1,900 homes planned.
- Kingsmere, Bicester — 1,585 homes (Phase 1) + 709 homes (Phase 2).
- Elmsbrook, Bicester — eco-town phase; ~400 homes.
- Himley Village, Bicester — premium Cala Homes development.
- Heyford Park — 1,200+ homes built; 9,000+ more with planning permission on the broader site.
- Multiple Banbury schemes — Banbury has the largest existing new-build inventory in the district by volume.
Housing affordability
The Cherwell Housing Strategy 2025–30 records a district median house price of approximately £396,000 (2023) — below the Oxfordshire average but more than 10× the median local income. Rents rose 11% over three years to a median of £975/month, faster than the rest of the county.
There is a clear two-tier market within the district: Bicester and Kidlingtonproperties sold around 21% above Banbury prices on average (Zoopla 2023–24). This reflects Bicester's faster growth, better Oxford rail connection, and stronger employment pull. For buyers where value matters most, Banbury remains the most affordable part of the district.
Cherwell is accommodating 4,400 homesto meet Oxford City's unmet housing need — concentrated near the Oxford/Cherwell boundary. 1,344 new affordable homes were delivered during the previous strategy period (2019–24). The new Local Plan runs to 2042 and was at pre-submission consultation in early 2025.
